I don't think either characters counter each other as they have ups and downs each, but Γ’β¬Β¦ Mei's abilities always slow the pace of battle down meaning venture can catch a breath and wait for abilities to refresh. Venture's mobility and burst damage to quickly get picks complements mei's lack Γ’β¬Β¦ And mei mei isn't something new to shonen that falls under this umbrella, look at geges main source of inspiration, and yet still a massively popular character despite clear as day disgusting behavior Γ’β¬Β¦
