The power scaling in bnha is inconsistent, todoroki was shown to be quite op and untouchable in the beginning only to have him become much weaker around s3 just to make the mc and new villains … Todoroki probably wouldn't be able to pick anything other than shoto for himself, or at least not something that's actually cool and fits.
